Volmar serves as a general contractor on large, mission critical building construction and building renovation contacts for federal, state municipal and institutional agency clients throughout the northeastern United States. These complex, multiyear efforts typically encompass all construction trade disciplines and are executed within occupied facilities. Volmar utilizes a mix of its own in-house trades force as well as its trade contractors to execute the work of its projects. Volmar’s analysis of its projects requirements is translated into detailed critical path scheduling and detailed Quality Control and Safety plans which are used to manage and execute its work.

Volmar’s record of performance on these projects is strong and dates back to the company’s founding in 1988. Volmar has successfully completed over 100 of such projects for a combined construction value of over $2BN dollars. Volmar is a recognized leader in the performance of Indefinite Quantity/Indefinite Delivery construction contracts, most specifically Job Order Contracts (“JOC”), for government agency clients, having specialized in the execution of these contracts since 1989. These contracts are typically multi-year efforts which involve the scoping, pricing and execution of multiple small to medium size construction projects simultaneously across numerous facilities. Performance driven, JOC is a contract vehicle where Owner and Contractor success relies upon cooperation, trust and responsiveness.  Developed in 1985 by the US Army Corps of Engineers to more efficiently bid and execute small to medium size construction projects, JOC has grown in acceptance and use across all levels of government, and includes educational and institutional owners. Volmar has successfully performed over 250 of such contracts, including the pricing and execution of over 25,000 individual job orders/projects totaling $1.5BN of construction value since 1995. Volmar maintains a deep team of construction professionals with extensive knowledge of Construction Task Catalog/Unit Price Book estimating experience and specific in-house trades teams to self-perform multiple construction disciplines. This ensures responsive service to its clients and superior outcomes for the public which Volmar serves.

Volmar recognizes the urgent need for large scale construction projects that provide sustainability and resiliency for government and institutional agency clients and has committed resources to performing such projects. These projects typically involve improvements to municipal water supply facilities, wastewater treatment plants, stormwater mitigation and green energy projects. Volmar has similarly been at the forefront in the use of Low Carbon (“LEC”) materials in its projects, as delineated in the Inflation Reduction Act of 2023.
